Fatal Big Rig Crash on I-15 in Apple Valley: CHP Investigates

A tragic incident on Interstate 15 near Hodge Road in Apple Valley, California, has resulted in the death of a 56-year-old man from Corona. The fatal crash occurred on Monday, July 14, 2025, at approximately 9:10 p.m. on the southbound I-15, south of Hodge Road in unincorporated San Bernardino County. The incident involved a 2023 Honda Civic, driven by the deceased, and a 2023 Volvo tractor-trailer.

Incident Overview

According to reports, the Honda Civic, driven by Robert Matiran, came to a stop in the #3 lane of southbound I-15 for reasons still under investigation. A news stringer, an independent videographer documenting breaking news, came upon the scene and pulled over to the shoulder. The stringer activated a spotlight to illuminate the stalled vehicle and began recording video. The footage captured several vehicles, including semi-trucks, narrowly avoiding a collision with the disabled car.

Tragically, a Volvo tractor-trailer, driven by a 47-year-old man from Washington, Pennsylvania, collided with the stalled Honda Civic from behind. The force of the impact pushed both vehicles across the southbound lanes and into the center median dividing the freeway. Emergency responders arrived at the scene and initiated lifesaving measures, but Matiran was pronounced dead at the scene. The driver of the Volvo was not injured.

The California Highway Patrol (CHP) Barstow Area Office is currently investigating the crash. CHP Barstow Area Commander Captain Erich Meeker offered condolences to the families affected and stated that the investigation aims to learn more about the crash and how future incidents and tragic loss of life may be avoided. Meeker also reminded drivers to exit the freeway or pull over at the safest place available and activate the vehicle’s hazard lights if they need to stop. At this time, investigators have not determined whether alcohol or drugs were contributing factors.

Legal Implications and Personal Injury Analysis

This type of accident, involving a large commercial vehicle colliding with a passenger vehicle, often raises complex legal questions. From a personal injury perspective, several factors come into play when determining liability and potential compensation for the victim’s family.

Negligence

A key aspect of personal injury claims is establishing negligence. Negligence occurs when an individual or entity fails to exercise the level of care that a reasonably prudent person would exercise under similar circumstances. In this case, the investigation will likely focus on determining why the Honda Civic was stopped in the #3 lane of traffic and whether the driver of the tractor-trailer could have avoided the collision.

If the driver of the Honda Civic was negligent in stopping in a travel lane without proper cause or warning, this could be a factor in determining liability. However, even if the Honda Civic was stopped due to a mechanical issue or other emergency, the driver of the tractor-trailer still had a duty to exercise reasonable care to avoid a collision.

Commercial Vehicle Regulations

Commercial truck drivers and trucking companies are subject to strict regulations at both the federal and state levels. These regulations cover various aspects of truck operation, including driver qualifications, hours of service, vehicle maintenance, and cargo securement. A violation of these regulations can be evidence of negligence.

For example, federal hours-of-service regulations limit the amount of time a truck driver can drive and work to prevent fatigue-related accidents. If the driver of the Volvo tractor-trailer violated these regulations, it could be a contributing factor in the crash. Similarly, if the tractor-trailer was not properly maintained, or if the driver was not properly trained or licensed, this could also be evidence of negligence.

The Role of the News Stringer’s Video

In this case, a news stringer’s video captured the moments leading up to the collision, including the impact itself. This video footage could be valuable evidence in determining the circumstances of the crash. It may show the position of the vehicles, the actions of the drivers, and the visibility conditions at the time of the accident.

Potential Parties of Liability

In a case involving a fatal truck accident, several parties may potentially be held liable. These parties may include:

  •   The driver of the tractor-trailer: If the driver was negligent in causing the accident, they may be held liable for the resulting damages.
  •   The trucking company: The trucking company may be held liable if it was negligent in hiring, training, or supervising the driver, or if it failed to properly maintain the truck.
  •   The owner of the trailer: If the trailer was not properly maintained or loaded, the owner of the trailer may be held liable.
  •   The manufacturer of the truck or its components: If a defect in the truck or its components contributed to the accident, the manufacturer may be held liable.
  •   Other parties: Depending on the circumstances, other parties, such as cargo loaders or maintenance companies, may also be held liable.

Wrongful Death Claims

In cases where a person is killed due to the negligence of another party, the deceased person’s family may be able to file a wrongful death claim. A wrongful death claim seeks to compensate the family for the losses they have suffered as a result of the death, which may include:

  •   Funeral and burial expenses
  •   Medical expenses incurred prior to death
  •   Lost earnings and benefits
  •   Loss of companionship and support
  •   Pain and suffering

Importance of Investigation

Given the complexities of truck accident cases, a thorough investigation is crucial to determine the cause of the accident and identify all potentially liable parties. This investigation may involve:

  •   Reviewing police reports and other documents
  •   Interviewing witnesses
  •   Inspecting the vehicles involved
  •   Analyzing data from the truck’s electronic logging device (ELD) or event data recorder (EDR)
  •   Consulting with accident reconstruction experts
